Shots, a selfie photo sharing app, was released in November 2013. It was intended as an anti-bullying social media network. The inspiration for the app came after Facebook was forced take down a page that attracted cyberbullying. As a child, Shahidi had been bullied due to his Iranian Kurdish heritage. In Shots, photos had to be taken real-time, without the use of filters or other editing material and users could not comment on pictures or see how many "likes" other people received. "Your social status doesn't matter inside Shots. It's about expressing your feelings in a picture, which is why we don't allow comments.

In one example, threats of violence and the same image of a clown referred to a minimum of 24 schools in Arizona Valley's Phoenix Union and Glendale school districts. On Monday, September 26, around 1,500 of Marydale High School's students (nearly half of all students) did not attend after the first threats appeared on the Internet. On October 1, schools in Hamburg, Pennsylvania were locked down because of a clown threat on Facebook and Twitter by a group with the name "Aint Clownin Around."

The app purports to promote online anonymity, and the developer claims this will prevent and combat cyberbullying. In October 2015, Whisper announced a partnership with the Ad Council on the "I Am A Witness" anti-bullying campaign, along with other tech companies, including Facebook, Twitter, and Snapchat, and in March 2016, Whisper announced a partnership with the Anti-Defamation League's Best Practices for Responding to Online Hate. The service's anonymity is claimed to have fostered a support network where concern and care among users has developed: according to Mashable, "The team regularly hears from users that the network's community has helped them stop self-harming behaviors."
