The group was first constituted as the 463d Troop Carrier Wing, Medium and activated at Memphis Airport, Tennessee, on 16 January 1953, when it assumed the mission, equipment and personnel of the 516th Troop Carrier Wing, a reserve unit called to active duty for the Korean War, which was simultaneously inactivated.

It was last assigned to the Aeronautical Systems Center of Air Force Materiel Command at Wright-Patterson Air Force Base, Ohio.

The 463d and 464th Wings were relieved from assignment to the division and the 313th Troop Carrier Wing at Forbes and the 516th Troop Carrier Wing at Dyess Air Force Base, Texas were transferred to the 838th's command Until the division inactivated its wings frequently deployed aircraft and personnel to Europe, the Far East, and the Panama Canal Zone.

That day it was assigned the 314th Tactical Airlift Wing at Little Rock; the 313th Tactical Airlift Wing at Forbes Air Force Base, Kansas; and the 516th Tactical Airlift Wing at Dyess Air Force Base, Texas When the drawdown of US forces in the Pacific continued, the 463d Tactical Airlift Wing in the Philippines shut down its operations and moved to replace the 516th Wing at Dyess in June.

It conducted de Havilland Canada C-7 Caribou combat crew training in addition to other missions from August 1969 to May 1972 for USAF personnel and for three months in 1971 for South Vietnamese crews.

Three of the wing's groups focused on specific airlift aircraft.

Two systems squadrons were also assigned directly to the group.
