The Tor missile system of the Soviet Union was specifically designed from the outset to shoot down the AGM-86.
Originally developed by the Soviet Union under the GRAU designation 9K330 Tor, the system is commonly known by its NATO reporting name, SA-15 "Gauntlet". A navalized variant was developed under the name 3K95 "Kinzhal", also known as the SA-N-9 "Gauntlet". Tor was also the first air defence system in the world designed from the start to shoot down precision guided weapons like the AGM-86 ALCM day and night, in bad weather and jamming situations.

The combination of the high cost of the aircraft, the introduction of the AGM-86 cruise missile that flew the same basic profile, and early work on the stealth bomber all significantly affected the need for the B-1.

In 2007 the USAF announced its intention to retire all of its AGM-129 ACMs and to reduce the ALCM fleet by more than 500 missiles, leaving 528 nuclear cruise missiles.
In 1982 the US Air Force began studies for a new cruise missile with low-observable characteristics after it became clear that the AGM-86B cruise missile would have difficulty penetrating future air defense systems.
