He previously served as 5th Chief of Government of Buenos Aires from 2007 to 2015, and was a member of the Chamber of Deputies representing Buenos Aires from 2005 to 2007.

Although he won the first round of the election with 37 percent of the vote, he lost the runoff election with 46 percent of the vote going to sitting mayor Aníbal Ibarra, who was re-elected.

Jorge Telerman was born in the Villa del Parque neighborhood of the City of Buenos Aires, on November 29, 1955.

Filmus formerly served as a National Senator for the City of Buenos Aires from 2007 to 2013, and as Minister of Education, Science and Technology in the government of President Néstor Kirchner.

A fire broke out in the crowded República Cromañón nightclub in Buenos Aires, Argentina on 30 December 2004, killing 194 people and leaving at least 1,492 injured.

Four of the six doors, some of which were fire exits, were chained shut so that "people would not enter without paying", according to Mayor Aníbal Ibarra.
