It is a relatively new term, and has been created to better distinguish, and add nuance, between two long-standing descriptors: blue-water navy (deep ocean waters) and brown-water navy (shallow littoral waters).

The US Navy has also used the term to refer to the first phase of the expansion of the Chinese Navy into a full blue-water navy.
