Its general duty under the Transport Act 1947 was to provide an efficient, adequate, economical and properly integrated system of public inland transport and port facilities within Great Britain for passengers and goods, excluding transport by air.
Under the terms of the Act, the railway network, long-distance road haulage and various other types of transport were nationalised and handed over to a new British Transport Commission for operation.

Its main holdings were the networks and assets of the Big Four national regional railway companies: the Great Western Railway, London and North Eastern Railway, London, Midland and Scottish Railway and the Southern Railway.
The Southern Railway Company continued to exist as a legal entity until it went into voluntary liquidation on 10 June 1949, having satisfied the requirements of Sections 12, 13 and 24 of the Transport Act 1947 to ensure that all assets had been transferred to the British Transport Commission or otherwise properly distributed.

The quasi-federal structure of Commission and Executives proved to be an obstacle to integration and was largely abolished by the Conservative government with effect from 1 October 1953 (the London Transport Executive alone survived).
On 1 January 1948, under the provisions of the Transport Act 1947, the London Passenger Transport Board was nationalised and renamed the London Transport Executive, becoming a subsidiary organisation of the British Transport Commission, which was formed on the same day.
