They are simultaneously part of two different organizations: the Army National Guard of each state, most territories, and the District of Columbia (also referred to as the Militia of the United States), and the Army National Guard of the United States (as part of the federalized National Guard).

Each were headed by a major general who reported to the chief of the National Guard Bureau.

The National Guard Bureau is the federal instrument responsible for the administration of the National Guard established by the United States Congress as a joint bureau of the Department of the Army and the Department of the Air Force.

As of December 31, 2011, the Chief of the National Guard Bureau is a member of the Joint Chiefs of Staff.

Advocated by John McAuley Palmer and other proponents of the National Guard, the legislation established the Army of the United States as an organization of three components: a) the Regular Army, b) the National Guard, and c) the Organized Reserve.
