Fazlul Karim was born in Harbang, a village in Cox's Bazar district in the province of Bengal, to Golam Quader Shikdar, a village leader and Feroza Begum on 14 September 1905.

Cox's Bazar (কক্সবাজার; ) is a city, fishing port, tourism centre, and district headquarters in southeastern Bangladesh.

Captain Advocate Fazlul Karim, the first post-independence chairman of Cox's Bazar Municipality, established the Tamarisk Forest along the beach.
