Bull had developed the high-speed gun technique while working on anti-ballistic missile (ABM) and intercontinental ballistic missile (ICBM) research at CARDE in the 1950s, shooting models of high-speed interceptor missiles from guns as opposed to building supersonic wind tunnels, which would be much more expensive.

The result was the CRV-7 rocket, which had roughly twice the speed of the existing US design, and with enough energy to be able to puncture Warsaw Pact aircraft hangars.
The CRV7 was an offshoot of late 1950s research at CARDE into high-performance solid fuel rockets, performed as a part of a general program studying anti-ballistic missiles.
