Legally, Metallist 1925 is not the legal successor of Metalist, which was disbanded because his last owner, Serhiy Kurchenko, ceased to fund the club and refused to sell it to other potential investors. As several football clubs in the league due to debts, the original club FC Metalist Kharkiv owned by Serhiy Kurchenko was refused a license in 2014 by the Football Federation of Ukraine and expelled from national competitions.
In August 2016, another club named "FC Metalist 1925 Kharkiv" began to operate in the Ukrainian Amateur Football League with the stated intention of competing in the (professional) Ukrainian Second League as soon as possible.

On 18 November 2016, a representative of the FFU Executive Committee confirmed receiving applications from SC Tavriya Simferopol, FC Metalist 1925 Kharkiv, FC Hirnyk Sosnivka, FC Nyva Ternopil, FC Ahrobiznes Volochysk, FC Lviv, and MFC Zhytomyr.
