It holds 13 of the 15 regional television licences that make up the ITV network, the oldest and largest commercial terrestrial television network in the United Kingdom.
The ITV network is to be distinguished from ITV plc, the company that resulted from the merger of Granada plc and Carlton Communications in 2004 and which holds the Channel 3 broadcasting licences in England, Wales, southern Scotland, the Isle of Man, the Channel Islands and Northern Ireland.

Tyne Tees' factual department merged with Yorkshire's in Leeds (which has since closed and re-emerged as Shiver Productions); Meridian's factual and sport production moved to London; all network production in Nottingham was re-allocated to London, Manchester or Leeds (and the local Central News studio moved to Birmingham), and Anglia Factual, reduced to a satellite operation of ITV Studios and primarily producing output for the international market or occasionally third parties in the UK, was eventually closed in January 2012.

In September 2004, ITV plc purchased STV Group's 25% in the company for £31 million after being given the go ahead from the Office of Fair Trading - despite advertisers' fears it could give ITV influence over pricing.

It was not long before Granada Plus revamped their on-screen identity, and in order to look more contemporary, they started showing more recent programmes made by the ITV network (at the time, Granada were busy buying up old rivals such as Yorkshire Television and Tyne Tees Television, in preparation for a unified ITV plc), as well as programme stock which had been originally shown on the BBC.

On 27 April 2005, ITV plc bought SDN, the digital terrestrial franchise holder of Multiplex A (now transmitting ten channels) from its shareholders, S4C and UBM for £134 million.

While Sky had been excluded from being a part of the ONdigital consortium, thereby making them a competitor by default, Sky was able to join ITV Digital's free-to-air replacement, Freeview, in which it holds an equal stake with the BBC, ITV, Channel 4 and Arqiva.
