Paul De Waart said that the Advisory Opinion of the International Court of Justice in 2004 "ascertained the present responsibility of the United Nations to protect Palestine's statehood. It affirmed the applicability of the prohibition of acquisition of Palestinian territory by Israel and confirmed the illegality of the Israeli settlements in the Occupied Palestinian Territory. Moreover, the existence of the Palestinian people as the rightful claimant to the Occupied Palestinian Territory is no longer open to question (See De Waart, Paul J. I. M., "International Court of Justice Firmly Walled in the Law of Power in the Israeli–Palestinian Peace Process", Leiden Journal of International Law, 18 (2005), pp. 467–487). and several Israeli authorities. A total of 133 countries recognize Palestine as a state. However, Palestinian sovereignty over the areas claimed as part of the Palestinian state remains limited, and the boundaries of the state remain a point of contestation between Palestinians and Israelis.
