The western portion between and was previously a branch of the Metropolitan line and later the Bakerloo line, while the new build was completed in two major sections: initially in 1979 to, then in 1999 with an extension to Stratford.

This will provide some relief for London Underground lines such as the Central, the District, the Jubilee line extension and the Heathrow branch of the Piccadilly line.

Under the new plan (known for planning purposes as the River Line), it would run to Fenchurch Street as before and continue via the Isle of Dogs, Royal Docks and Woolwich Arsenal to the "new town" at Thamesmead.
Despite early proposals for the Jubilee Line Extension to go to Thamesmead, via the Isle of Dogs and the Royal Docks, Thamesmead was not included and after reaching the Greenwich Peninsula, the line heads north to Stratford (via Canning Town and West Ham), despite Stratford also being on the major Central line tube link into London.

In the first version of the Fleet Line Extension plan, the line ran from Charing Cross via and to station, then via tunnel under the River Thames to connect to the East London line north of Surrey Docks (now Surrey Quays) from where it would take over Underground services to and with tunnels continuing from the latter to Lewisham.
When the Jubilee line was extended in 1999, a different route to Stratford was followed.

He was best known for his work on the early stations for Hong Kong's Mass Transit Railway, and for commissioning the award-winning designs of the stations of London Underground's Jubilee Line Extension.

It was built with a wider tunnel diameter of 4.35 m allowing a passenger walkway used for emergency purposes, unfortunately wider trains are not possible due to the narrower tunnel dimension northwards of Green Park.
The Jubilee line extension took the line south of the River Thames via Waterloo, which was impractical to reach from the line's existing terminus at Charing Cross.

The size of the stations was a response to safety concerns—overcrowding and a lack of exits had been significant factors in the 1987 King's Cross disaster—and an attempt to "future-proof" stations by designing from the start for a high use.
London Bridge was upgraded in conjunction with the Jubilee Line Extension project, which opened in 1999, King's Cross St Pancras was substantially upgraded and expanded as a component of the High Speed 1 project in the late 2000s, and Tottenham Court Road was expanded as part of the Crossrail project in the mid 2010s.

The platforms saw another innovation: full-height platform screen doors, to improve airflow, prevent people from jumping or falling onto the track, prevent litter depositing upon the track and stop dirt circulating around the network, amongst other features.
The Jubilee line extension project saw platform edge doors installed on its new stations that were underground, and were produced by Westinghouse.
