Liu Shaoqi and Li Lisan and Mao not only mobilised the miners, but formed schools and cooperatives and engaged local intellectuals, gentry, military officers, merchants, Red Gang dragon heads and even church clergy.

Meanwhile, tens of millions of people were persecuted: senior officials, most notably Chinese president Liu Shaoqi, along with Deng Xiaoping, Peng Dehuai, and He Long, were purged or exiled; millions were accused of being members of the Five Black Categories, suffering public humiliation, imprisonment, torture, hard labor, seizure of property, and sometimes execution or harassment into suicide; intellectuals were considered the "Stinking Old Ninth" and were widely persecuted—notable scholars and scientists such as Lao She, Fu Lei, Yao Tongbin, and Zhao Jiuzhang were killed or committed suicide.

Amid these events, Zhou was elected to the vacant position of First Vice Chairman of the Communist Party by the 10th Central Committee in 1973 and thereby designated as Mao's successor (the third person to be so designated after Liu Shaoqi and Lin Biao), but still struggled internally against the Gang of Four over leadership of China.

After officially supporting Mao Zedong in his Anti-Rightist Movement of 1957, Deng acted as General Secretary of the Secretariat and ran the country's daily affairs with President Liu Shaoqi and Premier Zhou Enlai.

Stalin proposed a one-party constitution when Liu Shaoqi visited the Soviet Union in 1952.

The presidency was first established in the Constitution in 1954 and successively held by Mao Zedong and Liu Shaoqi.

In addition to CCP Chairman Mao Zedong, a number of other first-generation communist leaders were also from Hunan: Chinese President Liu Shaoqi; CCP Secretary-generals Ren Bishi and Hu Yaobang; Marshals Peng Dehuai, He Long, and Luo Ronghuan; Wang Zhen, one of the Eight Elders; Xiang Jingyu, the first female member of the CCP's central committee; Senior General Huang Kecheng; and veteran diplomat Lin Boqu.

In 1959, Mao Zedong ceded day-to-day leadership to pragmatic moderates like Chinese President Liu Shaoqi and Vice Premier Deng Xiaoping, and the CCP studied the damage which was done at conferences which it held in 1960 and 1962, especially at the "Seven Thousand Cadres Conference".

The initial storm of the Cultural Revolution came to an end when President Liu Shaoqi was forced from all his posts on 13 October 1968.

After Mao's second-in-command, President Liu Shaoqi, was denounced as a "capitalist roader" in 1966, Lin Biao emerged as the most likely candidate to replace Liu as Mao's successor.
