The authority is a merger of Bournemouth, Christchurch and Poole borough councils; its creation was opposed by Christchurch Council, who unsuccessfully appealed to the High Court.

One was formed from the existing unitary authorities of Bournemouth and Poole, which merged with the non-metropolitan district of Christchurch to create the unitary authority to be known as Bournemouth, Christchurch and Poole.
