It further develops the pseudo-3D "Super Scaler" sprite-scaling graphics of Hang-On, and features an analog flight stick for movement, with the ability to register movement in any direction as well as measure the degree of push, which could move the player character at different speeds depending on how far the stick is pushed in a certain direction.

The game's soundtrack is by Hiroshi Kawaguchi, who composed drafts on a Yamaha DX7 synthesizer and wrote out the final versions as sheet music, as he had no access to a "real" music sequencer at the time.

Although similar in appearance to the arcade version (even incorporating the original arcade sounds), this version used polygons instead of sprites and added some stages, including bonus levels in which the game takes the view behind Opa-Opa as he tries to collect coins from any boss that was defeated at the moment; this game mode is very similar to Space Harrier, or the unreleased Space Fantasy Zone.
